You can indeed restart your Tree and Collection using the same Account information. This will not delete your Account but will delete your Tree and your Collection items. 

Go to My Account > Subscription Options > Delete Your Collection

You will need to add your password for this step.  Deleting your tree will take you back to the New Tree start screens to begin all over again.
